With a definition for public private partnership including three (PPP), it is a well funded initiative between government and private entity to achieve a goal of massive public project of mass accomplishment. The development of sub-city at L Zone, Dwarka is a massive public private plan in Dwarka to create enormous housing units under Delhi Master Plan 2021. Under PPP model, Delhi there is a mutual contact has been understood between DDA, private builders & societies that along with procuring land from farmers would be involved in assuming substantial financial, technical and operational risk in the project.     
 
Public Private Plan Dwarka, one of the leading projects of Public Private Partnership in India is scheduled to be worked on the basis of two basic drivers of the public development strategies.

 

•The first part of public private partnership planning is to make public sector to work more efficiently with private sector for an efficient delivery of the projects. 

•The second objective of the PPP is to make a public sector unit to be the least borrowing enterprise. Rather in PPP, the borrowing job is incurred by the private sector when implementing the project.
Like above mentioned parameters, Public private partnership planning in MPD 2021 has been carried out by implementing Land Pooling Policy in making L Zone Dwarka.     

Land Pooling Policy: For implementing the public private plan in Dwarka, the most outstanding effort is Mater Plan Delhi 2021 on the aligned lines of ‘Smart City’ goal is Land Pooling Policy. It has been issued and notified by MoUD (S.O 2687)) dated 05/09/2013. According to the document definition, the Land Parcels owned by individuals or group of owners can be transferred to Land Pooling agencies. The land pooling agency thus later on returns the same part of pooled land to owners for the purpose of carrying out the business activities and operations in those areas.

What Necessitated the Land Pooling Policy in Delhi? 


The failure on the part of DDA (Delhi Development Authority) to offer dwelling units to everyone living in Delhi since the beginning of DDA in 1963 led to the need of Master Plan Delhi 2021.  In last 40 years DDA could only managed to make only 11 lakh homes including (CGHS and DDA Housing Scheme) against the whopping population of approximately 1.70 cr.   Issues, where farmers demanded escalating prices for their lands in mid of the projects caused to delay of projects.             
In order to have a prompt urban development, DDA adopted the policy of DDA PPP model in order to carry out the urban development in Delhi. The important points of Land Pooling Policies include:-

1.The pooled land to be nurtured by DDA and Land owners (Society, Builder or farmers) on (Public Private Partnership Model) under the planned set for DDA expansion under MPD 2021.         

2.The policy says that a certain part of the land would be returned to land owners while DDA will keep reaming part of the land for development purposes.
